EBSNA Pathway: Guidance for Schools
Wolverhampton’s Emotionally Based School Non-Attendance (EBSNA) Pathway was developed to support schools within the city to support pupils whose school attendance is a concern due to emotion-based factors. This may be linked to their individual emotional wellbeing and mental health needs, their home life, their school experiences, or a combination of all of these.
The EBSNA Pathway should be used by schools in Wolverhampton as a guide to early intervention and prevention of emotionally based school non-attendance (EBSNA). It should be used to aid and facilitate actions that are taken by schools to identify and respond to possible EBSNA as part of their efforts to prevent further non-attendance or intervene early to reduce escalation. The pathway outlined in the guidance takes a graduated approach to support, intervention and services. It is in line with the SEND Code of Practice which requires schools to take a graduated response to SEND and Wolverhampton’s Graduated Approach Guidance. It is designed to complement and work alongside existing good practice and pathways of support that are already developed by other City of Wolverhampton Council services, and Public Health professionals.
EBSNA Pathway: Guidance for Post 16 Settings & Colleges
An EBSNA Pathway for Post 16 Settings & Colleges was developed based on the existing guidance in collaboration with the City of Wolverhampton Council Educational Psychology Service, the City of Wolverhampton Council Inclusion and Attendance Team and the City of Wolverhampton College. The purpose of this guidance is to support colleges/post-16 settings within the city to identify, monitor and respond to students whose setting attendance is a concern due to emotionally based factors. This may be linked to their individual emotional wellbeing and mental health needs, their home life, their experiences within the setting, or a combination of all of these.

Educational Psychology EBSNA Pathway Support: Multi-Element Support Plan Traded Offer
As part of Wolverhampton’s Emotionally Based School Non-Attendance (EBSNA) Pathway, schools are encouraged to follow a graduated response to supporting pupils who experience barriers to attendance. At Stage 3 and 4 of the pathway, it is expected that an Educational Psychologist (EP) is involved in the Multi-Element Support Plan (MESP). We offer a traded package of support from an Educational Psychology Mental Health Support Officer. This package includes:
- Initial Consultation with school staff (1 hour) - To gather background information, review existing support, and plan for the MESP process.
- Attendance at up to 3 MESP meetings (up to 2 hours each) - To facilitate person-centred planning, review progress, and guide next steps in line with the EBSNA Pathway.
